Yes it is quite OK to use the standard bag mixes you can pick up at the local hardware shop. Later when you get experience you may want to try mixing your own. Start off with 3 parts sand to 1 part cement and work from there.

How do you get the "White Colour" of Cement Pavers , is it just sun bleach on the green concrete?

I would be inclined to leave a paver the normal grey cement colour on account of the dirt white would attract.However if you wanted a special colour difficult to get with a grey cement you would use a white cement for your concrete mix and then tone the white colour with the metallic oxide colour of your choice. Most colours work quite well with normal portland grey cement which is handy since white cement is more expensive.
